On the specifics of transferring foreign citizens studying under a quota (letter of the Ministry of Education and Science of Russia dated 12/19/2022 No. MN-5/35954)

The Department of State Policy in the Field of Higher Education of the Ministry of Education and Science of Russia, in connection with the increased number of requests regarding the transfer of foreign citizens studying within the quota of the Government of the Russian Federation, from one educational institution of higher education to another, reports the following.

According to paragraph 1 of section I of the minutes of the meeting of the Interdepartmental Commission on the Admission of Foreign Citizens and Stateless Persons, including Compatriots Living Abroad, to educational institutions for training in educational programs of secondary vocational education, higher education and additional vocational education at the expense of federal budget allocations within the quota for education of foreign citizens and persons without citizenship in the Russian Federation, established by the Government of the Russian Federation, dated August 5, 2016, No. AC-15/05пр the transfer of foreign citizens accepted to study within the quota for education of foreign citizens and stateless persons in the Russian Federation established by the Government of the Russian Federation (hereinafter referred to as the quota) from one educational organization to another is carried out only following the results of the summer term exams during the third quarter.

This is justified by the peculiarity of the formation of financial support for the fulfillment of state tasks for the provision of services (work) to educational organizations of higher education.

The transfer is carried out in the presence of a complete set of documents: a written application from the student, letters of consent from educational organizations, and a request from the seconding party.

To transfer to an educational organization under the jurisdiction of another federal executive body or the main administrator of federal budget funds, it is 

necessary to provide the consent of the founder of such educational organization.

The foreign citizen collects the specified documents independently, and the educational organization in which the citizen is studying sends them to the Ministry of Education and Science of Russia. The decision on transfer and change of the training program (specialization) remains with the Ministry of Education and Science of Russia.

Additionally, we would like to point out that transfer from an educational organization where a foreign citizen is assigned to study at a preparatory faculty to another for the purpose of studying an additional general education program that provides preparation for mastering a professional educational program in Russian is impossible, which is also justified by the peculiarity of the formation of a state assignment for the provision of services (performance of work).

The Department of State Policy in the field of Higher Education of the Ministry of Education and Science of the Russian Federation requests to follow these explanations and send a full set of documents by an official letter to the Ministry of Education and Science of the Russian Federation during quarters II–III. Documents submitted in the working order are not subject to execution.
